Article 15 of the European Convention on Human Rights (ECHR) allows a signatory state to take measures that temporarily suspend the application of certain rights guaranteed by the Convention "in time of war or other public emergency threatening the life of the nation".
Article 15 only permits the suspension "to the extent strictly required by the exigencies** of the situation".
The other articles of the ECHR protect many rights, such as the right to life, liberty, expression, privacy, and to a fair trial.
**Exigency (n.): the difficulties of a situation, especially one that causes urgent demands.
